PebbleCreek vs. The Grand
Two of the biggest names in West Valley 55+ communities, and buyers weigh them against each other all the time. On one hand, there’s a guard gate and 36 pickleball courts. On the other hand, there are lower dues and four public golf courses. Here’s how they really stack up.
When buyers ask us about PebbleCreek vs. The Grand (formerly Sun City Grand), they’re usually down to two great choices. Both are large, well-run West Valley 55+ communities with golf, pools, clubs, and mostly single-level homes. Still, they differ in some big ways: the gate, the dues, the age rules, and where they sit in the Valley. So below, we lay it all out side by side.
PebbleCreek or The Grand? The quick answer
PebbleCreek, in Goodyear, is the gated, higher-end pick. After all, it’s a Robson community with a guard on duty 24/7, 54 holes of golf, two fitness centers, and 36 pickleball courts. On the other hand, the dues are higher, and prices start higher, too.
The Grand, in Surprise, is the value pick with more to choose from. In fact, it’s a Del Webb community of roughly 9,800 homes, with four public golf courses and lower dues. However, it’s an open community with no gate, and there’s no new construction left.

Home prices at PebbleCreek vs. The Grand
Generally, The Grand is the easier place to start on price. Over the last 90 days, single-family homes there sold from about $270,000 to $970,000, and the average was near $452,000. Also, with 102 sales in that time, there’s a lot to choose from.
PebbleCreek, by contrast, runs higher. There, homes sold from about $340,000 to $1.75 million, and the typical sale was near $615,000. Its lower end is mostly patio homes, townhomes, and twins. Likewise, price per square foot tells the same story: about $298 at PebbleCreek compared with about $244 at The Grand.
In short, if budget leads the way, The Grand usually gives you more choices. If you want a bigger or newer home, though, PebbleCreek has more of them, including some new Robson homes still being built in Tuscany Falls.
HOA dues and buy-in fees
Monthly costs, however, are where the two differ most. PebbleCreek’s dues are $3,522 a year, or about $294 a month. That includes the guard gates. The Grand, by contrast, is $1,921 a year, or about $160 a month.
Then again, the one-time fees flip the other way. At PebbleCreek, the capital fee equals one year of dues, $3,522, and the transfer fee is $400, so plan on about $3,922. At The Grand, however, the capital fee is $5,400 plus a $100 transfer fee, which comes to about $5,500. To compare every community, see our Arizona 55+ HOA fees guide.
Two fee details buyers miss
For example, PebbleCreek’s dues assume two residents, and each added resident pays more. In addition, some neighborhoods in The Grand carry a second yearly fee of about $660. Also, in both communities, HOA dues do not pay for golf. We confirm every fee in writing before you make an offer.
Gated vs. open: the biggest difference
PebbleCreek is guard gated on both sides, with a guard on duty around the clock. Residents get a transponder and drive straight in, while visitors stop at the gate. For many buyers, then, that settles the question right away.
The Grand, on the other hand, is not gated. It’s an open community. Instead, it has a resident patrol program and a vacation watch service. Some buyers actually prefer the open feel, so it comes down to what makes you comfortable. To see every gated option, read our guide to gated 55+ communities in Arizona.
Golf at PebbleCreek vs. The Grand
Both are big golf communities. PebbleCreek has 54 holes: Eagle’s Nest, plus Tuscany Falls East and West. Also, a golf-cart tunnel even connects the two sides of the community. To see the full layout, read our PebbleCreek golf courses guide.
The Grand, meanwhile, has four 18-hole courses: Desert Springs, Cimarron, and Granite Falls North and South. Better yet, all four are open to the public, and residents with a rec card get resident rates. For more, our guide to The Grand golf courses covers each one. Either way, golf is paid separately from your dues in both places.
Pickleball, fitness, and things to do
If pickleball is your sport, PebbleCreek is hard to beat. After all, it has 36 courts, many of them lighted, across two complexes. It also has two fitness centers, a heated indoor lap pool, an adults-only pool, and a Creative Arts Center for ceramics and painting.
Still, The Grand has 20 pickleball courts and a very active club. In addition, it offers fitness centers, pools, a café, lawn bowling, bocce, a woodworking club, and dozens of other clubs. With so many residents, there’s a group for almost everything. To compare court counts across the Valley, see our Arizona 55+ pickleball guide.
Age rules: who can buy
Here’s a detail that surprises people. Neither one is strictly “55 and up” for every home. For example, at PebbleCreek, 80% of homes need a resident who is 55 or older. Up to 20% can be all under 55, with Board approval, as long as someone is 40 or older. At The Grand, by contrast, it’s a 45+ community intended for 55 and older. In practice, 85% of homes must have a 55+ resident, and buyers 45 to 54 can qualify. Both also limit how long kids under 19 can stay. For how these rules work under federal law, see the housing for older persons rules.
Location and daily life
Among West Valley 55+ communities, PebbleCreek sits farther south, in Goodyear, with Loop 303 along its west side. As a result, it’s about 15 minutes to shopping that used to be a 40-minute drive. Luke Air Force Base is a few miles north, though, so jet noise is real on some streets. That’s why we always say: stand in the yard of a home you like, on a weekday, during flight hours, and listen.
The Grand, meanwhile, is in Surprise. From there, Sky Harbor Airport is about 40 minutes away, and spring training at Surprise Stadium is about 10 minutes. It also has banks and a pharmacy right on site.
💡 How we help buyers decide

And second, how much do monthly dues matter to your budget? Once you answer those two honestly, the right one usually becomes clear fast. Then we’ll tour your top homes in both on the same day.
